Prime allowed to expand use of permit holders as team drivers

The Federal Motor Carrier Safety Administration has granted New Prime, Inc. (Prime) an exemption allowing a learner's permit (CLP) holder that has passed the commercial driver's license (CDL) skills test to drive without a CDL holder in the front seat of the vehicle. However, the CDL holder must be present elsewhere in the vehicle. FMCSA said that with the terms and conditions imposed the exemption will achieve a level of safety that is equivalent to, or greater than, the level that would be achieved absent such exemption.
